UPDATE 7 October: People have been reporting that iMessages aren't being delivered. We have checked Apple's iCloud service status and there doesn't appear to be an issue with Apple's servers. It's not clear if all the people suffereing from this issue are running iOS 9, or what network they are on, we are investigating. It sounds like the issue might only be in the USA with AT&T and Verizon.
In the meantime, if you are unable to send an iMessage, you could go to Settings > Messages and turn off iMessage, this way your messages will automatically be sent as texts, but beware you still won't receive messages others send to you as iMessages.
